
This paper is to be understood in the context of the German energy transition process and introduces specific approaches to visibility analysis to be applied in different planning phases. It focuses on specific criteria, where current planning practice lacks legal requirements. Based on these requirements, the development of a GIS-toolset for sequent planning phases (regional planning as well as design and location approval of specific projects) will be described.
