Aufbau eines kommunalen Fiskalkatasters in Sambia mithilfe von UAV und einer hybriden Web-Datenbank

Setup of a Communal Finance Cadastre in Zambia Using UAV and a Hybrid Web-Database

Die Grundsteuer ist eine Haupteinnahmequelle für Kommunen in Sambia. Aufgrund von unzureichenden Katasterinformationen wird zurzeit aber nur ein Bruchteil der Steuern eingezogen. Die Erstellung eines aktuellen Fiskalkatasters mit terrestrischer Vermessung ist zeitraubend und teuer. Deshalb kommt eine neue Methode zum Einsatz: Anhand von Orthophotos aus Fernerkundungsdaten, teilweise mit UAV erhoben, werden in den Kommunen mit Open-Source-GIS die Plotgrenzen digitalisert, den Plotnummern der Steuerlisten zugewiesen und mit den Steuerlisten zusammengeführt. Um die lokalen Daten zentral zusammenzuführen und zu sichern, wird eine hybride raumbezogene Web-Datenbank in der Hauptstadt aufgebaut. Bei stabiler Internetverbindung erfolgt die Synchronisation der lokalen Daten auf der zentralen Web-Datenbank. Sie ermöglicht auch bei Bedarf das Zurückspielen von Sicherheitskopien. Über die Web-Datenbank können die Daten, z. B. Steuerschuld, beliebig abgefragt und entsprechend räumlich visualisiert werden. Insgesamt ist das Projekt ein gutes Beispiel, wie in einem Land mit einer sich im Aufbau befindenden Computer- und Dateninfrastruktur, pragmatisch, schnell und kostengünstig, heterogene lokale Computerkompetenz zum Aufbau eines Fiskalkatasters herangezogen werden kann. Durch das System erhöht sich das Steuereinkommen der Kommunen deutlich.

The property tax is a main source of income for communes in Zambia. Because of not available or outdated fiscal cadastral information, only a fraction of the tax can be obtained. Classical creation of cadastral with terrestrial survey is expensive and slow. Therefore a new method was developed. In the communes the plots are digitised and given the plot numbers of the tax lists, using orthophotos gained by UAV. So the spatial representation of the plots can be linked to the tax lists. For back up and homogenisation the local data will be compiled in a central web database in the capital. If the internet connection is stable the local data will be transferred and synchronised with the central web database. This database enables as well a back up of the local data bases. With a web browser the needed information, e. g. tax dept, can be queried and displayed on a map. The project is a good example how in a county with a developing computer and data infrastructure, a sustainable system for a fiscal cadastre can be established in an pragmatic, fast and cost efficient way, using the local computer competence in the communes. The system increases significant the tax income of the communes.
