Evaluation und Einsatz von Copernicus-Daten in der öffentlichen Verwaltung

Das Copernicus-Programm stellt Satellitendaten und Datendienste zur Verfügung, die auch von der öffentlichen Verwaltung genutzt werden. Ein Teil dieser Datendienste wird von der öffentlichen Verwaltung geliefert. Zur Erfüllung dieser und weiterer Aufgaben setzt das Bundesamt für Kartographie und Geodäsie für die Ableitung seiner Datenprodukte Fernerkundungsdaten ein. Im Rahmen von drei Projekten wird untersucht, in wie weit die neuen Copernicus-Daten die Erfüllung der gesetzlichen Aufgaben, insbesondere die Produktion von Daten zur Landüberwachung, unterstützen können. Neben dem Potenzial von Sentinel-1- und -2-Satellitendaten für die Landbedeckungsklassifikation wird der gegenseitige Nutzen des Copernicus-Datendienstes HRL und der Landbedeckungsklassifikation (LBM-DE) näher betrachtet. Ebenso eröffnen sich mit den neuen Satellitendaten neue Potenziale die bestehenden Datenmodelle zu erweitern. 

Since the launch of the Copernicus programme, free satellite data and services have been provided not just to the academic users, but also to the German public administration. The Federal Agency for Cartography and Geodesy (BKG) has been using remote sensing data for the development of many of its products. To continue with this trend, three new projects have been initiated to investigate the extent to which Copernicus data can support the production of applications related to land use and monitoring. This paper discusses not only the potential of the Sentinel-1 and Sentinel-2 data for land cover and land use applications, but also how this data can be fused into use with the HRL and the existing LBM-DE. Thus, we aim to provide an overview of the many land applications of the Copernicus data as well as the new ways to optimise the existing classification systems.
